satellite telemetry to fail, continually re-sending the same message.

Telemetry buoy adrift 13-Nov-2003, Recovery of telemetry buoy, upper 6 Microcats and ADCP flotation on 24-Mar-2004 by MS EMMA, but no data recovered from microcat 2263 and data for telemetry mooring only useful until break up of mooring.
